How do I make a horizontal video vertical for TikTok or Reels?

Choose 9:16 under "Crop to" and move the Position slider so the person or subject stays in the frame. The output preview shows exactly what will be kept. Rotating isn't needed for this – rotation is for clips that were filmed with the phone on its side.

How do I fix a video that plays sideways?

Press "Rotate right" or "Rotate left" until the preview is upright, then save. The rotation is written into the new video's frames, so it plays the right way round in every app.

Does cropping reduce the quality?

Cropping keeps the original pixels inside the frame, but the video has to be re-encoded, which is done at high quality. You can raise it to "Very high" under More options → Quality.
